The Facility helps SMEs identify what are quality projects, introduces best practices and assists in the implementation process. SMEs can get business advice that would enhance their technical, managerial, market knowledge and investment project development skills and help them become more competitive on local and international markets. Georgian SMEs receiving capital investment loans from the EBRD under this measure can get these services.

International team of experts/engineers provides technical assistance to SMEs investing in new machinery and technology to comply with EU Directives. The project helps SMEs comply with new sanitary, phytosanitary, technical and quality standards, as well as with environmental protection measures. As a result, SMEs are able to seize new trade opportunities and new markets, boost exports to the EU and beyond. Companies providing loans are TBC Bank JSC, JSC Bank of Georgia, JSC BasisBank and JSC ProCredit Bank Georgia.
The Facility assists SMEs in putting together bankable projects that are in line with eligibility criteria as well as fill out loan application and with other relevant activities. The project helps SMEs have better understanding of financial issues, improve managerial capacity and build entrepreneurial skills to benefit their projects in the future. Micro-entrepreneurs including self-employed individuals, sole-proprietorships and micro-entrepreneur groups with a focus on women beneficiaries in need of credit lines are eligible to apply.

The project aims to boost development potential of the rural areas and create economic and social opportunities for people beyond agricultural activities. As a result, it would reduce rural poverty and promote rural development in Georgia trough activities such as demonstrations, information dissemination and training events. Individual farmers, cooperatives, and SMEs from target municipalities can get consultancy services within ENPARD.
The project focuses on the great potential of Georgia’s mountainous regions. It aims to improve the business environment and create new income opportunities in mountain tourism and organic agriculture. The project contributes to boosting the economy and rising incomes in mountainous regions through awareness-raising, trainings, facilitation of guesthouse owners’ and guides’ certification, organic certification, marketing support and provision of direct advisory. SMEs, cooperatives, farmer groups, individual entrepreneurs / farmers, collectors of wild produce and entities working in tourism related value chains in Mestia, Lentekhi, Tsageri, Oni, Ambrolauri, Sachkhere, Chiatura and Tkibuli can apply for the services.
The project supports high-potential tech startups that are considering or are actively raising capital and for whom external capital is appropriate. It provides knowledge and skills development for financing / capital raising strategies, as well as the know-how to effectively identify and engage investors. Beneficiary companies will be able to understand, strengthen and measure key investor metrics and get the project’s support during the fundraising and investment structuring processes when dealing with due diligence, valuation, and investment terms.

The project aims to help exporting companies and BSOs make a more informed decision about trade while doing business in the region and with EU countries. It provides information about each administrative step an exporter has to go through before shipping an export product to the EU, required documents, their cost, and details about the institutions involved in issuing any required documents. It also helps with capacity building based on the interactive nature of the trade helpdesk platform’s resources, ITC’s market analysis tools and other trade information sources and provides training of trainers on market analysis and the EaP Trade Helpdesk.
Ensures technical assistance by an international team of experts/engineers providing services free of charge to SMEs investing in new machinery and technology to comply with EU Directives. The programme provides better access to finance and enhances SME competitiveness on local and regional levels. Georgian SMEs taking loans under this program are eligible to apply.
The project provides support to SMEs to implement climate technologies including renewable energy, water efficiency, energy efficiency and materials efficiency. It assists them in resource efficiency audits that help prioritize efficiency investments, as well as understand what equipment and finances they need for climate technologies in their context. The EBRD’s in-house energy and water efficiency specialists help review of energy, water and material efficiency potential in client operations. Georgian SMEs requesting the EBRD’s loan financing of their investment plans which include specific climate technology components are eligible to apply.
The programme is specifically designed to help Georgian SMEs with digital transformation and support their strong recovery after COVID-19 pandemic. It connects SMEs to local consultants and international advisers who can help transform a huge range of businesses. Enterprises up to 500 employees and a maximum annual turnover of EUR 50 million or balance sheet total of no more than EUR 43 million that are privately owned with majority of local owners can apply for the project. The enterprise must have a genuine need for business advice and be able to absorb the assistance given, but must have little or no previous experience of using external consultants, and/or do not have resources to finance a complete project.
The project provides access to know-how, networks and skills that SMEs need to thrive in a competitive market. It gives advice to SMEs in a wide range of areas, from strategy to operations, quality management, financial reporting, energy efficiency and more. The network of local consultants and international experts introduces the latest best practices, helping small businesses grow and develop. As a result, SMEs engaged in “traditional” business activities are able to integrate new digital technologies and approaches into their work.
The project aims to strengthen business relations between the EU and Georgia, especially when it comes to obstacles that businesses face. It promotes fair, open and long-term relationships between business, customers/beneficiaries and the authorities. Within the project Georgian BSOs and companies can apply for support in participating trade fairs and B2B networking events.
The project aims to help SMEs make a more informed decisions about trade while doing business in the region and with EU countries. It contributes to creating an online portal that offers access to trade information from a regional perspective including tariffs, non-tariff measures, taxes, trade statistics, compulsory requirements, business contacts and procedures. The helpdesk will enable private sector to submit trade related queries and report issues related to export. The system will have its “problem solving network” uniting appropriate institutions that will be notified and expected to react on the query.
To improve economic development in Georgia, the EU has been supporting the establishment of clusters that help SMEs team up with businesses in their industry and become more competitive on the market. Within the project SMEs in apparel, textile, fashion industry, construction and tourism can become members of clusters and as a result, benefit from technical advisory, enhance products and services, get access to financing, expand networks, as well as strengthen international market linkages.

The project assists Georgian entrepreneurs to develop specific clusters and connect with different actors in the industry for enhancing marketing and innovation, as well as improving public-private dialogue and strengthening the ties with the EU. Packaging and seeds, seedlings and sapling value chain players predominantly from Kakheti and Imereti regions are eligible to apply.
